The multi-phased enhancement began in the core area of downtown Martin to enhance the character of downtown, create a pedestrian-friendly, ADA-compliant environment, and help to spark private sector improvements in downtown. The projects branched out from downtown to provide a pedestrian connection to the University of Tennessee Martin campus, Virginia Weldon Park, City Hall, churches, and commercial and residential districts of town.

TLM designed more than 5 miles of sidewalk improvements for the City of Martin. Curbs and sidewalks were replaced and accented with brick pavers throughout downtown to blend with the historic character. New sidewalks were added in many areas to extend the reach of the pedestrian system beyond downtown. The planting of trees softened the hardscapes created by concrete and asphalt pavement. In some areas, a grass verge was added for street trees, lighting, and separation between pedestrian and vehicular traffic. New lighting was added throughout the project areas.
